Complaints having at various times been made and a petition presented by the Chinese Inhabitants representing the danger to which they are exposed by the indiscriminate manufacture of Gunpowder in places adjacent to the public roads and thoroughfares, as also to its being stored in Chinese shops in the Town of Victoria, and the question having been forcibly brought to my notice by an explosion which recently took place in the immediate vicinity.
